HTML Rich Text Area leverages Internet Explorer's own functionality to provide the editing capabilities. Internet Explorer is itself marked 'safe for scripting'. This means that your security settings have to be set VERY high for HTML Rich Text Area not to work. To check or edit your Internet Explorer security settings go to Tools-> Internet Options->Security. Select the zone (normally Internet) and then click 'Custom Level'.

It is necessary to have 'Run ActiveX controls and Plugins' set to anything other than Disabled. This option is only set this high if your zone's security level is set to High (the highest). Since the default security setting for the Internet is medium-low meaning that 'Run ActiveX controls and Plugins' is set to Enabled it is unlikely that any user will encounter security issues running the HTML Rich Text Area.

In addition, the Scripting->Active Scripting security option needs to be set to anything but Disabled. (i.e. Enabled or Prompt). Again, it is only disabled if the zone is set to High and in which case not being able to run the HTML Rich Text Area will be the least of the user's problems.
